Inmate Communications Solution

Background
Collin County is seeking a set of incarcerated people’s communications services (IPCS) and related services to enhance communication for inmates. This initiative aims to provide various communication methods, including telephone and video services, to support the needs of incarcerated individuals while ensuring compliance with legal standards.

Work Details
The contract includes the following services:
- Inmate telephone services in admissions and housing areas, compliant with 37 TAC regulations.
- Inmate video communication services, including tablets for inmates, on-site visitation, and privacy booths for attorney and public use. This includes provisions for remote court proceedings.
- Provision of inmate tablets that offer educational, vocational, entertainment content, law library access, and mail services.
- Electronic tracking of detention staff rounds and inmate information such as health requirements and movement tracking.
- The IPCS system must include features like call recording, monitoring, transcription services, keyword searching, voice biometrics, and compliance with FCC regulations regarding cybersecurity and data privacy.

Period of Performance
The contract will have a three-year term commencing from the date of award with options for two one-year renewals.

Place of Performance
Services will be performed at the Collin County Detention Center located at 4300 Community Ave., McKinney, TX 75071, and the Collin County Juvenile Detention located at 4700 Community Ave., McKinney, TX 75071.

Bidder Requirements
Bidders must comply with specific insurance requirements including general liability insurance of $1 million per occurrence and workers' compensation as required by Texas law. Additionally, all contractor employees must pass a background check before accessing county facilities.
