Background
Education Service Center Region 13 (ESC Region 13) was established by the Texas Legislature in 1967 to serve as a regional hub of support for public educational entities in Texas. The mission of ESCs is to bridge the gap between the Texas Education Agency and local school systems by providing cost-effective, high-quality services tailored to regional needs.
ESC Region 13 seeks proposals from qualified independent contractors to be included on a Qualified Provider List (QPL) to provide services in support of the Texas Curriculum Management Program Cooperative (TCMPC). The goal of this contract is to establish a pool of qualified providers who can deliver high-quality services aligned with the goals and operational needs of TCMPC.
Work Details
The selected contractors will provide specialized support aligned exclusively to TCMPC TEKS (Texas Essential Knowledge and Skills). Services may include, but are not limited to: development, revision, and alignment of resources to TEKS; technical assistance; content expertise in college, career, and military readiness standards; guidance to ensure TEKS fidelity and compliance within TCMPC frameworks.
The following products and services are excluded from this RFP: consulting services, direct-to-student services, product-only offerings, professional development services, and staff augmentation.
Period of Performance
The contract will begin on the date of award by ESC Region 13 and shall expire on August 31, 2026. It may be renewed in successive one-year terms for up to five additional years, potentially extending until August 31, 2031.
Place of Performance
The geographic location for performance is primarily within Texas as it pertains to educational service delivery.
Bidder Requirements
Vendors must have a high school diploma or equivalent. They should demonstrate proficiency in Microsoft Office Suite and Google Workspace. Access to reliable internet (minimum 25 Mbps download / 5 Mbps upload) is required. Vendors must also submit a Conflict of Interest Questionnaire (CIQ) with their proposal.
Additionally, vendors previously awarded under RFP 2026-09 or prior submissions for the same scope are not eligible to submit new proposals.
