IFB 2025-B06 Remove and Replace Hot Mix - Post Road

Background
Hays County is issuing this Invitation for Bid (IFB) to solicit bids for the removal and replacement of existing asphalt on Post Road. The project aims to enhance the roadway's quality and safety, aligning with the County's mission to maintain and improve transportation infrastructure.

Work Details
The contractor will be responsible for the following tasks:

1. Remove existing 5 inches of asphalt and replace it with 5 inches of Type B Hot Mix.
2. Perform asphalt level ups as needed.
3. Apply a 2-inch Superpave Type D Hot Mix Overlay on Post Road.

Specific requirements include:
- Milling to a depth of 5 inches in designated areas, with tie-ins milled to a depth of 2 inches for smooth transitions at intersections and driveways.
- The contractor must provide trucking and disposal for removed materials, ensuring that the site is free of loose material before paving begins.
- A TRAIL tack coat must be applied prior to paving with Superpave Type D mix, and all operations must comply with Texas Department of Transportation specifications (Items 341, 344, 351, and SS 3084).
- Post-paving cleanup is the contractor's responsibility, including traffic control measures such as signage and flagger operations.

Period of Performance
The contract is expected to be awarded in July 2025, with all work required to be completed by September 30, 2025.

Place of Performance
The work will take place on Post Road in Hays County, Texas.

Bidder Requirements
Bidders must demonstrate responsibility by having adequate financial resources, a satisfactory performance record, and proper equipment for the contract's execution. They are required to submit a list of at least three references from similar projects completed within the last five years. Additionally, bidders must provide proof of insurance for Workers’ Compensation, Auto Liability, and General Liability before commencing work.
