Background
The Texas Comptroller of Public Accounts (CPA), an agency of the State of Texas, issues this Request for Offers (RFO) to solicit offers from qualified vendors for Identity Governance and Administration Software License and Related Services.
CPA's objective is to obtain services that represent the best value for CPA and the State of Texas. The CPA's Information Technology Division uses a ServiceNow® Licensed Software portfolio to manage IT service requests, incidents, and governance activities. This RFO aims to streamline identity management, improve automation related to access requests, and simplify compliance and governance activities by integrating an IGA solution with CPA’s ServiceNow platform.
Work Details
The successful respondent will provide Identity Governance and Administration (IGA) Software License and Related Services, which include:
1) A detailed explanation of how the offered IGA Software meets or exceeds the requirements;
2) Pricing that includes all costs associated with the complete solution;
3) SaaS Licensed Software hosted in CPA’s ServiceNow GovCloud environment;
4) Features such as Access Review, Access Request, Identity Lifecycle Management, Risk Management, Ticketing, Reporting, Hosting, Integration with enterprise applications, Portal, Approval processes, and Separation of Duties (SoD).
The software must be compatible with ServiceNow without requiring external layers for integration. Additionally, the successful respondent must provide software maintenance and technical support services including unlimited support during the contract term.
Period of Performance
The initial contract term is from the award date through August 31, 2026. There are options to extend the contract for up to three additional one-year periods until August 31, 2029.
Place of Performance
Services will be performed in Texas within the CPA's facilities or remotely as required by the nature of the services provided.
Bidder Requirements
Respondents must conduct criminal background investigations on assigned personnel before they commence services. Successful respondents must maintain insurance coverage including Workers Compensation Insurance and Commercial General Liability Insurance with specified limits. Additionally, respondents must comply with TX-RAMP certification requirements based on agency criteria.
