Background
The Texas Department of Transportation (TxDOT) is seeking to enter into an indefinite deliverable contract for the revision of the TxDOT Hydraulic Design Manual. This initiative aims to overhaul the existing manual and incorporate innovative approaches to support Texas's diverse hydrophysiographic regions. The contract is estimated at approximately $6,000,000 and is part of TxDOT's commitment to ensuring compliance with state regulations, including Historically Underutilized Business (HUB) requirements.

Work Details
The services required under this contract include:
- Major overhaul of the TxDOT Hydraulic Design Manual, focusing on rethinking the manual versus guidance.
- Development of supplementary guidance documents that ensure coherence, cohesion, and continuity.

- Hydrologic Studies (16%)
- Roadway Hydraulic Design (12%)
- Bridge Hydraulic Design (12%)
- Storm Water Pump Station-Hydraulic Design (10%)
- Coastal Hydraulic Design (12%)
- Riverine Hydraulic Design (12%)
- Technical Writing for guidance materials (10%).

Each work category requires a precertified task leader with relevant experience.

Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe as outlined in the proposal submissions. Proposals are due by January 6, 2026.

Place of Performance
The services will be performed statewide across Texas, as required by TxDOT.

Bidder Requirements
Bidders must comply with HUB requirements as per Texas Government Code §2161.252, including submission of a HUB Subcontracting Plan. The prime provider must perform at least 30% of the contracted work with its own workforce. Additionally, all firms involved must be registered or licensed with the appropriate State Licensing Board and maintain active status throughout the contract duration.
