Background
The City of Denton is seeking a comprehensive, fully integrated Human Resources Information System (HRIS) to modernize and streamline the full employee lifecycle processes. The current environment faces challenges with disconnected systems, manual data entry, and limited visibility into employee data across HR and Payroll functions. This RFI aims to gather detailed input from qualified vendors regarding the scope of work, capabilities, and service offerings related to HRIS to enhance HR operations and support a modern employee experience.
Work Details
The vendor should provide a comprehensive HRIS solution that includes:
1. Employee Lifecycle Management: Support complete management from recruitment to separation with centralized records, position management, document management, role-based security, configurable workflows, and full audit trails.
2. Data Governance & Integrity: Enforce strong practices for long-term data accuracy with configurable validation rules and prevention of duplicate records.
3. Payroll Integration & Data Ownership: Real-time synchronization with payroll systems to eliminate manual transfers and create visibility into employee data.
4. Talent Acquisition: Fully integrated applicant tracking system (ATS) with job requisition workflows, candidate tracking, communication tools, and recruitment reporting.
5. Onboarding: Automated workflows for new hires with digital forms and task tracking.
6. Employee & Manager Self-Service: Interfaces for personal updates, approvals, mobile access, and intuitive design.
7. Performance Management: Goal setting, evaluations, development planning, talent reviews, and organizational chart creation capabilities.
8. Compensation Management: Tools for compensation planning and analysis including job description management and salary structure management.
9. Benefits Administration: Enrollment capabilities for various benefits with customizable eligibility rules.
10. Leave Administration: Self-service leave requests with multi-leave type capabilities.
11. Reporting & Analytics: Real-time dashboards and customizable reports.
12. Workflow Automation: Configurable workflows for approvals.
13. System Integration: Unified data model across all modules without duplicate entries.
14. Customer Support & Issue Management: Dedicated support structure with defined SLAs.
