Background
The Texas Comptroller of Public Accounts (CPA) is issuing this Request for Proposals (RFP) to solicit proposals from qualified vendors for Comprehensive Program Management, Administrative and Implementation Services for Home Energy Rebates. This initiative is part of the Inflation Reduction Act (IRA) aimed at increasing home affordability and efficiency while reducing energy costs for homeowners.
The State Energy Conservation Office (SECO), operated by CPA, will administer the federal Home Energy Rebate Programs, which have a total funding allocation of $690 million from the U.S. Department of Energy (DOE). This funding is divided between two sub-programs: HOMES and HEAR.
Work Details
The Successful Respondent will be responsible for providing comprehensive program management services, including but not limited to:
1. Developing strategic and implementation plans.
2. Designing and developing a rebate processing and tracking system linked to the DOE API.
3. Providing customer support operations with dedicated phone lines.
4. Conducting market research and community engagement to maximize benefits to low-income residents.
5. Implementing best practices for federal and state award management, including performance oversight.
6. Maintaining consistent communication with SECO's Contract Manager and attending monthly meetings.
7. Delivering reports as per SECO requirements including monthly, quarterly, and annual updates on program performance.
Period of Performance
The initial contract term will commence upon award until August 31, 2026, with optional extensions available through August 31, 2031.
Place of Performance
The services will be performed throughout the State of Texas.
Bidder Requirements
Respondents must comply with specific requirements such as maintaining TX-RAMP certification if applicable, ensuring data security protocols are followed, and completing CPA-required cybersecurity training annually.
