HHS0016084 Groceries for Mexia SSLC

Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for groceries for the Mexia State Supported Living Center. Both HHSC and DSHS are entitled to use any contract awarded as a result of this IFB.

Work Details
The contract involves providing groceries for the Mexia State Supported Living Center. Bidders must submit bids for at least 90% of the items listed in the Pricing Sheet (Exhibit C). The goods must meet specified quality standards, and unauthorized substitutions are prohibited.

Delivery guidelines include strict adherence to speed limits, designated parking areas, and specific delivery times between 7:00 AM and 2:00 PM, excluding the hours of 11:00 AM to Noon. Products must be labeled correctly, and deliveries must arrive on time. If products do not meet specifications or are damaged, they will be rejected at the vendor's expense.

Period of Performance
The initial contract term will begin on September 1, 2025, and expire on August 31, 2026.

Place of Performance
The groceries will be delivered to the Mexia State Supported Living Center in Texas.

Bidder Requirements
Bidders are encouraged to submit a HUB Subcontracting Plan (HSP) if subcontracting opportunities are identified. Prices must be firm and fixed for the life of the contract. The contractor must comply with all requirements outlined in this IFB, including submission of required documents such as Exhibit A - HHS Solicitation Affirmations.
