Helicopter Completion

Background
The Texas Department of Public Safety (DPS) is seeking bids for helicopter completions for its Aviation Operations Division. The goal of this contract is to enhance the operational capabilities of law enforcement through the provision of specialized helicopter services and equipment.

Work Details
The contractor will be responsible for completing helicopter modifications, including but not limited to:

1. Completion of AIRBUS H-125 helicopters (5 units) and 1 Bell 407 helicopter.
2. Installation of various avionics, communication systems, and law enforcement equipment such as thermal imaging systems, searchlights, and digital video recorders.
3. Compliance with FAA regulations and standards, including obtaining necessary certifications and approvals.
4. All work must be performed at the contractor's facility with new equipment only; used or refurbished items are not acceptable.
5. The contractor must provide a complete turnkey solution encompassing all aspects of the project without subcontracting any work without prior approval from DPS.

Period of Performance
The contract term will commence on the effective date stated in the signing document and will expire one year from that effective date. There is an option for a six-month extension if necessary.

Place of Performance
All work will be performed at the contractor's facility located within 300 statute miles of Austin-Bergstrom International Airport, Texas.

Bidder Requirements
Bidders must meet specific qualifications including:

1. Minimum five years of verifiable experience with law enforcement helicopter completions.
2. Evidence of having successfully completed at least six helicopter completions in the past twelve months.
3. Must be an FAA certified repair station and an authorized Garmin dealer.
4. Must provide evidence of financial stability and capability to perform under this contract.
