Background
The Texas A&M University System is one of the largest higher education systems in the United States, with an annual budget of $8.1 billion. It serves approximately 175,000 students through its network of universities and health science centers. The system is seeking proposals from qualified firms to provide consulting services for Texas A&M Health, specifically to advise on the potential operation and management of a healthcare system that includes a hospital and community clinics.
Work Details
The selected firm will provide specialized consulting services that include:
1) Assessing the operations, organization, and financials of the healthcare system;
2) Evaluating operating model options and making recommendations;
3) Defining governance framework, roles, and decision rights;
4) Identifying operational requirements;
5) Analyzing financials;
6) Implementing a high-level roadmap.
Deliverables include an executive summary highlighting benefits and risks, an assessment of the current strategic plan and financials, analysis of market dynamics and leadership structure, a proposal for evaluating the full opportunity, and a plan for next steps in the evaluation process.
Period of Performance
The initial term of the agreement is expected to be initiated upon execution of a service agreement with an estimated timeline of two months to complete the initial scope. Extensions may be negotiated if additional phases or tasks are needed.
Place of Performance
The services will be performed primarily at locations associated with Texas A&M Health across Texas, including various clinical campuses.
Bidder Requirements
Respondents must comply with specific requirements including submitting a State of Texas Subcontracting Plan for contracts valued at $100,000 or more. The A&M System has set a goal of utilizing service-disabled veteran-owned businesses (SDVOSB). Respondents must demonstrate their good faith efforts to utilize such subcontractors in their proposals.
