Background
The Tarrant County Hospital District, operating as JPS Health Network, is a public safety-net provider serving a diverse and vulnerable population. The District seeks proposals for Healthcare Strategy Consulting Services to support its executive leadership and Board of Directors in developing a comprehensive strategy addressing healthcare delivery, financial sustainability, workforce planning, regulatory alignment, and equity for underserved populations.
This initiative follows the successful completion of an inaugural strategic plan that guided the organization through a critical growth phase.
Work Details
The selected consultant will be responsible for the following tasks:
1. **Assessment of Previous Strategic Plan**: Review current strategic plan objectives, timelines, and measurable outcomes; evaluate effectiveness; summarize lessons learned.
2. **Development of Next Long-Term Strategic Plan**: Conduct environmental scans to identify trends and opportunities; develop stakeholder engagement strategies including surveys and interviews.
3. **Facilitation of Strategy Sessions**: Design and facilitate sessions to refine the draft plan; ensure diverse perspectives are represented; support final approval processes.
4. **Integration into Organizational Culture**: Develop training for leaders and staff; create communication plans for sharing strategic priorities; establish feedback mechanisms for ongoing improvement.
5. **Support for Implementation**: Design an implementation framework with defined roles and responsibilities; develop systems for monitoring progress; assist in identifying necessary resources.
Deliverables include assessment reports, environmental scan findings, stakeholder engagement summaries, draft and final strategic plans with KPIs, implementation frameworks, and training materials.
Period of Performance
The contract is proposed for a duration of six (6) months with limited renewal options.
Place of Performance
Services will be performed at locations associated with the Tarrant County Hospital District d/b/a JPS Health Network in Fort Worth, Texas.
Bidder Requirements
Respondents must demonstrate experience in healthcare strategic planning and transformation specifically for safety-net and public health systems. Additionally, there is a target goal of 25% participation from Minority, Woman, and Veteran Owned Business Enterprises (MWVBEs). Respondents are required to register as vendors in the District’s online portal prior to consideration.
