The City of Round Rock, Texas, is seeking proposals from firms experienced in providing health benefits and prescription drug claims services. The City currently outsources these services to United Healthcare, a Third-Party Administrator (TPA), for all employees and retirees. Work Details
The successful respondent will provide health benefits and prescription drug claims services, including but not limited to:
- Third Party Administration Services for Self-Insured Medical Benefits

Respondents may propose alternative benefit programs and must comply with regulatory requirements. They are also expected to provide enhanced program recommendations and assist in maintaining compliance with state and federal regulations. The contractor must maintain qualified personnel capable of handling the City's needs, ensure HIPAA compliance, and provide regional representation within 120 miles of Round Rock.
Period of Performance
The contract will commence on January 1, 2027, with an initial term of three consecutive twelve-month periods. It may be renewed for two additional periods not exceeding twelve months each upon mutual agreement.

Services will be performed primarily within the City of Round Rock, Texas.
Bidder Requirements
Respondents must be domiciled in or have a home office in the United States. They must provide audited financial statements upon request and disclose any litigation history within the last three years.
