Hazardous Waste Services

Background
The University of Houston-Clear Lake (UHCL) is a prominent institution located between Houston and Galveston, Texas, serving a diverse student population. The university is seeking proposals from Specialty Waste Companies for a Blanket Purchase Order (BPO) to provide comprehensive hazardous waste services. This initiative aims to ensure safe and compliant waste management practices for various types of waste generated on campus, including hazardous, non-hazardous, biological, and universal waste products.

Work Details
The contractor will be responsible for the following services:

1. Waste removal, cleaning, decontamination, transport, disposal, sampling, and analysis of hazardous, non-hazardous, biological, and universal waste products.

2. Ultimate disposal of all waste must occur in Texas unless no Treatment, Storage & Disposal (TSO) facilities are available for that specific waste.

3. All waste must be incinerated unless prohibited by federal or state regulations.

4. A computerized waste profile system must be available to the University.

5. Electronic manifesting must be provided to the University.

6. Completed paperwork for all required waste shipments must be provided by the vendor.

7. All federal DOT and OSHA-compliant labels for shipped waste must be supplied by the vendor.

8. Proof of insurance coverage must be maintained as per requirements outlined in the RFP.

9. Vendors should have experience handling academic lab pack waste and provide references upon request.

10. The vendor must own treatment and disposal facilities for at least 75% of the waste generated at their site.

11. An audited copy of the closure plan must be provided by the vendor.

Period of Performance
The contract will have an expected term of three years with options to renew for two additional one-year terms, totaling a maximum of five years.

Place of Performance
Services will primarily take place at the University of Houston-Clear Lake campus located in Houston, Texas.

Bidder Requirements
Vendors must disclose any violations or penalties from the EPA or other agencies in Texas within the last five years and provide all required local, state, and federal licenses/permits related to hazardous waste preparation, transportation, and disposal.
