Background
The New Caney Independent School District (NCISD) is conducting this procurement to establish a fixed price contract for grocery and non-food products for the School Purchasing Alliance Cooperative (Co-Op), which consists of 35 member districts. The goal is to find the best products that suit the needs of these members while ensuring compliance with federal, state, and local regulations.

Work Details
The RFP seeks proposals for grocery/non-food products, emphasizing the need to minimize items per category to foster competition and better pricing. Vendors must meet minimum requirements for delivery to Gordon Food Service (GFS), the currently awarded vendor for storage and delivery.
The contract term is from July 1, 2026, through June 30, 2027, with options for four additional one-year renewals. Vendors must provide all necessary labor, equipment, and vehicles for deliveries while adhering to HACCP guidelines. The proposal requires submission of definitions, descriptions, and grades of all private labels in the Response Attachments Section. Proposers are encouraged to bid on exact items specified; however, if bidding on different pack sizes, they must define these in their proposals. All prices quoted shall remain firm for one year unless otherwise negotiated through MPA. New items may be added or deleted from the contract based on student preferences and regulations.
Period of Performance
The initial contract will begin on July 1, 2026, and run through June 30, 2027. There is an option for four additional one-year extensions upon mutual agreement.
Place of Performance
The contract will be performed within the geographic boundaries of New Caney ISD and its member districts participating in the School Purchasing Alliance Co-op.
Bidder Requirements
Vendors must comply with federal, state, county, and local laws concerning goods/services provided under this contract. They are required to submit a Conflict of Interest Questionnaire if applicable and have a Form W-9 on file with NCISD. Additionally, vendors must provide proof of current USDA License Certificate issued by the Perishable Agriculture Commodity Act and a State of Texas Department of Agriculture Combined Limited Vegetable and Citrus Retailer License.
