Background
Workforce Solutions Alamo (WSA) is seeking qualified firms or individuals to provide grant development, technical writing, and funding strategy services to support the organization’s mission in workforce development. The purpose of this RFQ is to establish a pool of qualified vendors with demonstrated experience in workforce development, education, or federally funded programs. These vendors will assist with identifying, developing, and submitting competitive grant applications. WSA serves the 13-county Alamo region and aims to strengthen the regional economy by connecting talent pipelines to employers.
Work Details
The selected contractor will provide comprehensive grant research, development, writing, and submission support for Workforce Solutions Alamo. Services include:
- Conducting ongoing research to identify relevant federal, state, foundation, and corporate grant opportunities;
- Developing compelling grant proposals that align with funder requirements;
- Assisting with budget development and compliance;
- Coordinating submission of complete and timely grant applications;
- Tracking submitted grants and maintaining documentation;
- Providing support for grant reporting requirements.
Deliverables include monthly reports on identified funding opportunities, completed grant proposals ready for submission, a grant submission tracking log, draft and finalized proposal narratives and supporting materials, and a grant calendar outlining key deadlines.
Period of Performance
The anticipated contract term is from June 2026 through May 2027 with one (1) one-year renewal option, not to exceed two years. Continuation and renewal are contingent upon availability of funds and satisfactory performance.
Place of Performance
The services will be performed within the Alamo region which includes Atascosa, Bandera, Bexar, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr, McMullen, Medina and Wilson counties.
Bidder Requirements
Respondents must have a minimum of three (3) years of experience within the last five (5) years providing grant writing and development services related to workforce development programs or public sector programs. They must demonstrate knowledge of federal and state workforce funding programs. Additionally, proof of insurance will be required for the selected Offeror covering general liability ($500k each occurrence), errors & omissions insurance, motor vehicle liability if applicable ($100k per occurrence), and workers’ compensation insurance.
