Geotechnical Engineering Services, Construction Material Testing and Specialty Services

Background
The City of Garland is seeking Statements of Qualification (SOQ) from qualified firms with an active physical office within the Dallas area for Geotechnical Engineering Services, Construction Material Testing, and Specialty Services. This initiative is part of the Capital Improvement Program (CIP) and aims to support various public improvement construction projects. Qualified firms may apply for multiple categories of technical specialty services. The selected firms will be short-listed for a period of five years.

Work Details

A. Geotechnical Engineering;

C. Specialty Services.

Firms are required to submit a Request for Qualifications (RFQ) electronically through Ion Wave, acknowledging the City of Garland's standard terms and conditions. Additionally, they must complete related forms such as Bidder’s Qualification, References, and Conflict of Interest (CIQ). All documents must be completed and returned with the response.

Period of Performance
The RFQ was issued on January 27, 2026, with a response deadline set for February 17, 2026.

Place of Performance
Services will be performed within the City of Garland, Texas.

Bidder Requirements
Firms must have an active physical office in the Dallas area to qualify. This bid is exempt from any transaction fee and requires that all proposals be submitted electronically; facsimile or email proposals will not be accepted.
