Generator Inspection and Load Bank Testing Service

Background
The State Preservation Board (SPB) is a State of Texas government agency responsible for maintaining various historical properties. The agency is seeking bids for generator inspection and load bank testing services to ensure the reliability and performance of generators at several key locations in Austin, Texas. The goal of this contract is to provide preventive maintenance and inspection services to maintain operational readiness of these generators.

Work Details
The contractor will provide all labor, materials, equipment, supervision, and everything necessary to perform preventive maintenance and inspection services for the generators at the following SPB maintained properties:

1) Texas Capitol, Extension and Grounds; 1100 Congress Ave., Austin, TX;
2) Governor’s Mansion; 1010 Colorado St., Austin, TX;
3) Bullock Texas State History Museum; 1801 Colorado St., Austin, TX;
4) Robert E. Johnson Office Building (REJ); 1501 Congress Ave., Austin, TX;
5) Sam Houston Office Building (SHB); 201 E 14th St., Suite 950, Austin, TX;
6) John H. Reagan Office Building (JHR); 1400 Congress Ave., Austin, TX.

Required services include quarterly inspections with no parts or supplies required during these inspections; an annual inspection that includes oil changes and testing of safety shutdowns; annual load bank testing for each generator with specific duration requirements based on location; and diesel fuel testing services. The contractor must use manufacturer-authorized parts and provide written reports after each inspection detailing services performed.

Period of Performance
The contract is expected to begin upon issuance of a purchase order estimated for September 15, 2025. The initial service period will last until November 30, 2026, with options for two additional one-year renewal periods.

Place of Performance
All services will be performed at specified locations in Austin, Texas: Texas Capitol, Governor’s Mansion, Bullock Texas State History Museum, Robert E. Johnson Office Building (REJ), Sam Houston Office Building (SHB), and John H. Reagan Office Building (JHR).

Bidder Requirements
Respondents must have a minimum of seven years of experience in providing similar services and must submit at least three references from comparable projects completed within the last five years. Contractors must also be able to provide emergency repair and maintenance services within one hour after request by SPB.
