Background
The City of Dallas is seeking proposals to establish a sixty (60) month Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement for marketing and communication services, as well as photography and videography services, to support various City initiatives.
The goal is to enhance the City's outreach and public engagement efforts through effective media campaigns and high-quality visual documentation of events.
Work Details
The selected vendor(s) will be responsible for:
- Developing and managing evidence-based, broad-reaching media campaigns aligned with the City’s strategic priorities.
- Placing and purchasing media across various channels.
- Creating public service announcements and messaging as needed.
- Tracking and reporting on campaign effectiveness.
- Providing high-quality photography and videography coverage of City events and initiatives for promotional and public information use.
Specific requirements include:
1. Marketing Strategy: Provide strategic campaign support, including planning, development, execution, multi-channel outreach, and branded material development.
2. Creative Services: Develop creative elements for campaigns including branding, visuals, messaging, graphic design, content development for digital and print materials adhering to ADA standards.
3. Public Relations: Manage public relations resources to accomplish marketing objectives and coordinate media events as needed.
4. Email Marketing: Design special event promotions and manage distribution lists.
5. Media Buying: Serve as the City's agent to procure various media types (television, radio, social media) for educational campaigns.
Period of Performance
The contract will be in effect for a period of sixty (60) months from the date of award.
Place of Performance
Services will be performed within the City of Dallas or as specified in individual work orders.
Bidder Requirements
Bidders must demonstrate experience in providing similar services to local government entities, including a proven track record in communications, outreach strategies, marketing consulting, photography, and videography services.
Additionally, bidders must comply with the wage floor requirement of not less than $22.05 per hour for employees rendering services under this contract.
