Galveston Bay Estuary Program Federal Bipartisan Infrastructure Law (BIL) Project Proposal Federal Fiscal 2025

Background
The Galveston Bay Estuary Program (GBEP), a program of the Texas Commission on Environmental Quality (TCEQ), is seeking project proposals for Federal Fiscal Year 2025 under the Federal Bipartisan Infrastructure Law (BIL).

The goal of this grant is to implement The Galveston Bay Plan, 2nd Edition, which is a comprehensive conservation and management plan aimed at protecting and enhancing the designated national estuary in Texas.

Work Details
Proposals must implement the GBEP stakeholder-developed priorities for federal fiscal 2025, known as FFY2025 Priority Area Actions.

Projects should align with the Galveston Bay Plan's four priority areas:
1) Ensure Safe Human and Aquatic Life Use;
2) Protect and Sustain Living Resources;
3) Engage Communities;
4) Inform Science-based Decision Making.

All proposals must address one or more of these actions and demonstrate how they will incorporate the Estuary Resilience Action Plan and GBEP Equity Strategy. No matching funds are required, allowing for multiple awards based on project effectiveness and alignment with the Plan.

Period of Performance
The project duration should begin no earlier than September 1, 2025, and end no later than May 31, 2028.

Place of Performance
The geographic location for performance will be within the Galveston Bay watershed in Texas.
