FY25-FY30 Dam Safety Consulting Services

Background
Dallas Water Utilities is seeking an engineering firm to provide dam safety consulting services over a five-year period. The goal of this contract is to ensure compliance with the Texas Commission of Environmental Quality (TCEQ) regulations through inspections and emergency action plan exercises for both high and low hazard dams managed by the City. This initiative supports the agency's mission to maintain safe water infrastructure and protect public safety.

Work Details
The selected engineering firm will be responsible for:
1. Conducting five-year inspections of high hazard dams, including Forney Dam, Tawakoni Balancing Reservoir, White Rock Lake Dam, and others.
2. Performing Emergency Action Plan (EAP) tabletop exercises for dams with existing EAPs.
3. Providing dam safety engineering services, including:
- Training City staff on periodic inspections and record-keeping.
- Recommendations for compliance with dam safety regulations.
- Design services related to erosion control and repair/replacement plans for dam components such as outlet structures and spillways.
- Risk-Informed Decision Making (RIDM) for long-term planning of maintenance and improvements.
- Assistance with grants like the High Hazard Potential Dams (HHPD) Grant Program.
4. Performing hydrologic assessments and breach analyses for Tawakoni Balancing Reservoir and Forney Dam to evaluate their performance during rainfall events.
5. Evaluating stormwater detention basins to determine their hazard-potential classification.

Period of Performance
The contract will span from September 2025 through August 2030, encompassing the necessary inspections and exercises within this timeframe.

Place of Performance
The services will be performed at various locations throughout Dallas, Texas, specifically at designated high and low hazard dams managed by Dallas Water Utilities.
