FY25-071 Emergency Diesel Bypass Pump Rentals Utilities Department

Background
The City of Laredo is issuing a formal invitation for bids for a one-year contract for emergency diesel bypass pump rentals for the Utilities Department.
The purpose of this contract is to ensure the availability of necessary pumping equipment during emergency conditions or scheduled repairs in the wastewater collection system.

Work Details
The awarded vendor will provide, deliver, and remove diesel-powered bypass pump systems ranging from 6” to 12” in diameter, including all necessary hoses, valves, and fittings on an as-needed basis.
Specific requirements include:
- Each diesel-powered bypass pump must be fully self-contained, trailer-mounted, towable, and include a minimum 24-hour fuel tank.
- Pumps must handle sewage with solids up to 3 inches and include float control or transducer for automatic operation.
- Vendor must provide all required equipment, materials, labor, transportation, fuel, and supervision necessary for temporary bypass pumping operations.
- Emergency setup must occur within 4 hours of City request.
- Daily maintenance and refueling are included in the rental rate.
- Equipment must comply with EPA Tier emission standards and OSHA/TCEQ safety regulations.

Period of Performance
The contract will be effective for one year from the date of execution, with options to extend for three additional one-year periods upon written notification at least sixty days before expiration.

Place of Performance
The services will be performed within the City of Laredo's jurisdiction as needed for wastewater collection operations.

Bidder Requirements
Bidders must submit a signed price schedule along with various forms including a Company Information Questionnaire, Conflict of Interest Questionnaire, Non-Collusive Affidavit, Discretionary Contract Disclosure, and Certificate of Interested Parties (Form 1295).
Additionally, bidders are required to maintain valid insurance policies as specified in section 14.0 of the specifications.
