Background
The Texas Education Agency (TEA) is seeking responses to provide high-quality early literacy intervention tools that utilize automated, computerized, or other augmented methods to support early reading skills. This initiative is authorized by Government Accountability Act Strategy B.3.1 from House Bill 2, which mandates the TEA to approve a list of products that effectively promote mastery of early literacy skills for students identified as at risk. The TEA aims to ensure that school districts have access to scalable interventions that meet legislative standards and support early literacy development.

Work Details
Contractors are expected to provide early literacy intervention products that:

1. Utilize automated or computerized methods to support early reading skills.
2. Align with Texas Essential Knowledge and Skills (TEKS) and Researched-Based Instructional Strategies (RBIS).
3. Be available in both English and Spanish, with Spanish products being linguistically authentic.
4. Include built-in accessibility features for all students, including those with disabilities.
5. Provide instructional mastery dashboards accessible at multiple levels (student, classroom, campus, district, state).
6. Support implementation alongside Tier 1 High-Quality Instructional Materials (HQIM).
7. Deliver ongoing differentiated implementation support and monitor access and usage compliance.
8. Conduct annual trainings for facilitators of the licenses.
9. Submit monthly student-level access and usage data to TEA for monitoring and evaluation purposes.

Period of Performance
The contract term is for a total of five state fiscal years commencing from contract execution or an agreed-upon start date.

Place of Performance
The services will be performed within the state of Texas as required by the TEA.

Bidder Requirements
Contractors must comply with Historically Underutilized Business (HUB) requirements, including submitting a HUB Subcontracting Plan (HSP). The HUB subcontracting goal for this procurement is 5% service-disabled veteran-owned business participation. Contractors must also disclose any conflicts of interest as part of their response.
