Background
The Port of Houston Authority is advancing its long-term Capital Improvement Program (CIP), which includes various infrastructure projects such as wharf rehabilitations, container yard expansions, administrative and maintenance buildings, utilities, roads, drainage, and other marine and terminal facility improvements.
To ensure successful delivery of these projects, the Port seeks professional services from qualified engineering and construction management consultants to provide on-call design review services. This engagement aims to supplement Port Houston staff with a team of subject matter experts in the development of marine infrastructure including planning, design, construction, and procurement.
Work Details
The Consultant will provide on-call design review services for infrastructure projects which may include:
- Project scoping
- Geotechnical analysis
- Structural design review
- Constructibility review
- Value engineering
- Vendor evaluation
The Consultant may also be part of a dedicated embedded review team for major capital projects. Services will be provided on an 'on-call' basis as directed by Port Houston staff. Specific tasks may include expert advice in marine and terminal planning, civil, structural, geotechnical, electrical engineering and construction disciplines; participation in detailed cross-functional reviews at various design milestones (e.g., 30%, 60%, 90%, 100%); performing value engineering methodology; reviewing proposed procurement plans; assessing construction contractor plans and schedules; assisting in process improvements; addressing questions related to capital project concepts-to-execution; and maintaining confidentiality regarding project-related documents.
Period of Performance
The anticipated period of performance for this contract is up to three years.
Place of Performance
The geographic location for the performance of this contract will vary with each project and will be specified in each task order.
Bidder Requirements
Consultants must be registered in BuySpeed to do business with Port Houston prior to submitting their response package. Key design engineers must provide proof of current licensing and registration as required by Chapter 1001 of the Texas Occupation Code. Participation as a Consultant under this RFQ does not preclude future solicitations for design or construction services provided there is no conflict of interest.
