Formal-Rfq Marine Emergency Building At Barbours Cut Terminal

Background
The Port of Houston Authority of Harris County, Texas, is planning to construct a new Marine Emergency Building at its Barbours Cut Container Terminal. The purpose of this Request for Qualifications (RFQ) is to engage a registered professional architectural and/or engineering firm with expertise in building programming and design.

The project aims to support the Port Houston Fire and PSEO Departments by developing a fire station that meets current requirements and allows for future expansions.

Work Details
The selected firm will provide professional architectural and engineering services for the programming and design of the Marine Emergency Building. Key tasks include:
1. Developing a building program for the fire station, including space allocation needs, operational requirements, preliminary planning, and blocking;
2. Considering existing site utilities, traffic flow, parking arrangements, and demolition of the existing fire station;
3. Providing options for different building types along with budgetary construction cost estimates;
4. Completing a detailed code-compliant building design in a potential second phase;
5. Attending onsite or virtual meetings with stakeholders during deliverable development;
6. Developing site-level utility plans and MEP reports;
7. Reviewing existing reports on topographical and drainage systems;
8. Providing accurate layouts of existing conditions and proposed facilities;
9. Preparing construction documents and assisting with solicitation packages for future construction projects.

Period of Performance
The contract will commence upon selection of the contractor and is expected to span from October 2024 through the completion of both programming and design phases.

Place of Performance
The contract will be performed at Barbours Cut Terminal located in La Porte, Texas.
