Background
The Port of Houston Authority is seeking competitive sealed bids for a three-year contract to supply industrial tires, tubes, and flaps for rubber tire gantry cranes (RTG) at the Bayport Container Terminal and Barbours Cut Terminal.

This procurement aims to ensure the availability of essential components for container handling equipment, supporting the operational efficiency of the terminals.

Work Details
The contractor will provide industrial tires, tubes, and flaps specifically designed for rubber tire gantry cranes. Deliveries must be made within ten (10) calendar days after an order is placed by the Port Authority.

The contractor must ensure that all products are free from defects in workmanship and material. The manufacturing date of each tire must be provided upon delivery, with a strict policy against accepting tires older than twelve (12) months.

The contract includes provisions for price adjustments based on documented industry-wide changes, as well as guarantees against defects in materials and workmanship.

Period of Performance
The contract will commence on November 1, 2025, and conclude on October 30, 2028.

Place of Performance
Deliveries will be made to Barbours Cut Terminal located at 2013 East Barbours Cut Blvd., La Porte, TX 77571,

and Bayport Container Terminal located at 12619 Port Road, Seabrook, TX 77586.

Bidder Requirements
Bidders must comply with the Port Houston's Small Business Development Program (SBDP) goals of achieving at least 35% small business participation and an aspirational goal of 30% minority- and woman-owned business enterprise (MWBE) participation.

All bidders must submit required documentation including a Price Form, Project Experience Form, Professional References Form, Safety Record Data Form, Background Information Form, Work Breakdown Form, S/MWBE Plan, Certificate of Residency Form, and Disclosure of Former Port Authority Employees.
