Description

This project is to select a qualified technology, innovation and energy transition consultant to undertake a Port Equipment Transition and Cost Assessment for Port Houston-owned and -operated terminals.
Background
The Port of Houston Authority, an independent political subdivision of the State of Texas, is seeking a qualified consultant with expertise in technology, innovation, and energy transition to conduct a Port Equipment Transition and Cost Assessment for its owned and operated terminals. This initiative aligns with Port Houston's commitment to environmental sustainability, including a goal to achieve carbon neutrality by 2050. The project is funded by a Clean Ports Program grant from the U.S. Environmental Protection Agency (EPA), with a maximum budget of $297,000.

Work Details
The consultant will develop terminal-specific equipment transition roadmaps for each terminal operated by Port Houston. This includes creating an interactive tool for terminal operators to plan future equipment upgrades, calculate reductions in greenhouse gas emissions and air pollutants, and estimate capital expenditure requirements for equipment replacements. The project involves several tasks:

1) Information Needs Assessment;
2A) Determine Equipment Inventory & Replacement Schedules;
2B) Determine Equipment Operational Requirements;
3) Identify Compatible Equipment Options;
4) Develop Terminal-specific Equipment Transition Roadmaps; and
5) Presentations.

Period of Performance
The project is expected to commence with a kick-off meeting on November 19, 2025. Draft assessments are due by March 20, 2026, draft roadmaps by May 22, 2026, and final deliverables by July 10, 2026.

Place of Performance
The work will be performed at Port Houston-owned terminals in Harris County, Texas.

Bidder Requirements
Respondents must have experience executing similar decarbonization initiatives for maritime ports. They are required to comply with all applicable federal, state, and local environmental laws and regulations. Additionally, the selected consultant must adhere to the obligations under the EPA Assistance Agreement and its Quality Management Plan.
