Description

Seeking proposals from qualified investment consultants and advisors actively registered with the Securities and Exchange Commission (SEC) who can provide market data daily, investment policy reviews and recommendations, portfolio reporting monthly quarterly and annually, investment credit ratings reporting and tracking, and other investment advisory services for PHA's operating cash and investments and revenue bond issuance proceeds.
Background
The Port of Houston Authority (PHA) is an autonomous governmental subdivision of the state of Texas, established in 1911 to create jobs and facilitate economic development. The agency owns and operates eight public wharves and terminals along the Houston Ship Channel, which is critical for economic activity in Texas.

PHA seeks proposals from qualified investment consultants and advisors registered with the SEC to provide various investment advisory services for its operating cash and investments, as well as revenue bond issuance proceeds.

Work Details
The selected investment consultant will be responsible for:
1. Providing daily market data;
2. Conducting investment policy reviews and making recommendations;
3. Monthly, quarterly, and annual portfolio reporting;
4. Reporting and tracking investment credit ratings;
5. Offering other advisory services related to PHA's operating cash and investments, including contingent active investment management of assets per PHA's Investment Policy.

Proposals must demonstrate a minimum of five years' experience managing fixed income assets for at least five Texas governmental agencies, have an office in Texas, assign a qualified account manager with relevant experience, provide online reporting capabilities, and ensure financial solvency.

Period of Performance
The anticipated commencement date for services is July 1, 2025, with completion dates to be determined based on the contract terms.

Place of Performance
Services will be performed primarily at the Port of Houston Authority's facilities in Houston, Texas.

Bidder Requirements
Bidders must be registered with the SEC under the Investment Advisers Act of 1940. They must also comply with PHA's Small Business Development Program (SBDP) and Minority- and Women-Owned Business Enterprise (MWBE) participation goals.

Additionally, bidders must submit various forms including a Price Form, Services Experience Form, Professional References Form, Background Information Form, Work Breakdown Form, Small Business Plan, Participation Letter of Intent, and Conflict of Interest Questionnaire.
