Description

To select a qualified environmental / air quality consultant to undertake a comprehensive Greenhouse Gas (GHG) Emissions Inventory for Port Houston's Scope 1, 2 and 3.
Background
The Port of Houston Authority, an independent political subdivision of the State of Texas, is seeking a qualified environmental consultant to conduct a comprehensive Greenhouse Gas (GHG) Emissions Inventory for its Scope 1, 2, and 3 emissions.
This initiative aims to enhance understanding of GHG emissions across the Port's entire value chain, enabling the identification and prioritization of targeted decarbonization initiatives.
The project is funded by a Clean Ports Program grant from the U.S. Environmental Protection Agency, with a maximum budget of $237,600.

Work Details
The consultant will be responsible for:
- Identifying project information requirements;
- Establishing a consolidated reporting boundary;
- Mapping emission sources and calculating emissions;
- Identifying a baseline year for the Port’s carbon neutrality commitment;
- Providing recommendations to support Port Houston’s goals;
- Documenting and summarizing the work in a final report and presentations.
All work must adhere to the latest GHG Protocol Standards and Guidance as well as the EPA’s Port Emissions Inventory Guidance.

Period of Performance
The contract will commence upon award and is expected to follow the timeline outlined in the Services Agreement.
Specific completion dates will be determined based on project milestones.

Place of Performance
The services will be performed at various locations within Port Houston's operational area as required for the GHG emissions inventory.

Bidder Requirements
Respondents must demonstrate experience conducting GHG emissions inventories for maritime ports.
Proposals must include all required forms such as Price Form, Services Experience Form, Professional References Form, Background Information Form, Work Breakdown Form, and others as specified in the RFP.
Additionally, respondents are encouraged to include Small, Minority-and Women-Owned Business Enterprise participation efforts.
