Background
The State of Texas Israel Office (STIO) is one of four foreign offices representing the State of Texas, established under Texas Government Code, Section 481.027.

Work Details
The contractor will provide Foreign Trade and Investment Representation Services for the STIO, which includes:
- Operating and maintaining the STIO;
- Representing the interests of Texas in Israel;
- Reviewing local government policies affecting Texas businesses;
- Developing an economic development strategy;
- Conducting meetings with leaders in Israel;
- Promoting Texas as a business destination;
- Generating measurable results from trade events;
- Assisting in marketing strategies for Israeli companies;
- Organizing investment promotion missions;
- Acting as a liaison with Texas companies and communities;
- Providing ongoing collaboration with economic development officials.
The contractor must also generate a minimum of three qualified prospects per year, attend at least five trade assistance events annually, and execute a minimum of seven promotional events for Texas as an investment location.
Period of Performance
The contract will commence on January 16, 2026, and terminate on August 31, 2027. The OOG has the option to renew the contract for up to three additional 12-month periods through August 31, 2030.
Place of Performance
The services will be performed primarily in Israel, specifically from a fully operational office located in Jerusalem.
Bidder Requirements
Bidders must have qualified professional staff proficient in English and Hebrew with experience in economic development and trade promotion. Key account staff must be dedicated solely to this contract. The contractor may also need to assume existing contracts or programs from previous vendors if required by the OOG.
