Background
The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contracts for preventive maintenance, repair, and upgrade services on Department of State Health Services (DSHS)-owned generators and trailers that support emergency response operations. Both HHS Agencies, HHSC and DSHS, will be entitled to use any contract awarded as a result of this IFB.
Work Details
The required services include:
1. **Generator Preventive Maintenance**: Perform 500-hour interval field service on generators, including replacement of OEM-specified service kits (filters, belts, consumables), draining and replacement of engine oil with manufacturer-recommended grade, and replacement of starting batteries.
2. **HVAC System Service**: Clean, service, and test roof-mounted air conditioning units and heat pump systems.
3. **Lighting System Upgrades**: Replace existing exterior scene lighting with LED fixtures; install 12-volt power supply units as needed.
4. **DOT Lighting Compliance Inspection and Repair**: Inspect all DOT-required lighting on trailer units; repair or replace deficient lights to ensure compliance with federal/state regulations.
5. **Roof Reseal Services**: Strip existing roof sealant, clean the roof surface, apply new sealant; repair in-wall condensation drain systems as specified.
6. **Trailer Mechanical Services**: Repack or replace wheel bearings, replace winch rope with synthetic cable, replace hydraulic seals on front leveling jacks, replace deteriorated wooden interior entry steps, and replace wall-mounted cable entry ports as applicable to each unit.
7. **Caster Replacement**: Install sixteen (16) 8-inch by 2-inch swivel kingpinless casters on portable equipment carts used for HVAC units and generators.

The anticipated contract start date is the date of award following the response deadline of June 09, 2026.

All services shall be performed on-site at the DSHS storage location at the Texas Center for Infectious Disease (TCID), located at 2303 SE Military Dr, San Antonio, TX 78223.
