Description

This RFI is intended to collectinformation on financial software capabilities, functionality, integrationcapabilities, support offerings, implementation approach, and potentialbudgetary costs. Information gathered is intended to educate Central Health'sFinance and Procurement departments on capabilities and new technology isavailable in the market. Information gathered will be used to develop a scopeof work for a formal Request for Proposals process. Based on the responses,selected vendors may be invited to participate in a demonstration.Demonstrations are tentatively planned to occur at least once per quarter.


Background
The Travis County Healthcare District, known as Central Health, is a hospital district established under Chapter 281 of the Texas Health and Safety Code. Its mission is to provide or arrange hospital and medical care for low-income residents of Travis County, focusing on improving community health, particularly for the uninsured and underinsured. Central Health is committed to enhancing healthcare through direct medical practice, partnerships with other providers, and facility construction in underserved areas.

The district's Healthcare Equity Plan aims to invest up to $700 million to address gaps in the safety-net healthcare system.

Work Details
This Request for Information (RFI) seeks information on financial software capabilities, including functionality, integration capabilities, support offerings, implementation approaches, and potential costs. The goal is to educate Central Health’s Finance and Procurement departments about available technologies in the market. Information gathered will inform the development of a scope of work for a future Request for Proposals (RFP). Selected vendors may be invited to participate in quarterly demonstrations.

Current financial software used is Multiview, which supports core functions such as general ledger management, accounts payable/receivable, fixed asset management, budgeting/forecasting, purchase order processing, workflow approvals, journal entries, and document storage. Desired features include:
- Full requisition-to-payment automation
- Electronic approval routing with notifications
- Unlimited document storage linked to transactions
- Customizable data fields
- Electronic three-way matching of documents (POs, receipts, invoices)
- Grant tracking capabilities
- Compliance with GASB and FASB reporting standards
- Integration with various systems (e.g., HR/Payroll systems like UKG)
- Ongoing vendor support post-implementation.

Period of Performance
The target go-live date for the new financial software system is late 2027.

Place of Performance
The contract will be performed at Central Health's facilities located at 1111 E. Cesar Chavez St., Austin, TX 78702.

Bidder Requirements
Respondents must provide an overview of their software solution addressing general accounting needs including AP/AR management and procurement functionalities. They should demonstrate compliance with HIPAA standards and financial reporting requirements. Additionally, respondents are encouraged to list current clients in the healthcare sector and detail their implementation support approach along with an estimated timeline for deployment.
