Notice is hereby given that sealed proposals will be accepted by the Jefferson County Purchasing Department for Request for Proposals (RFP 25-008/CG), FEMA Grant Management Services for Jefferson County, Pursuant to Chapter 262, Texas Local Government Code, the County Purchasing Act and 2 CFR Sections 200.318-327. Specifications for this project may be obtained from the Jefferson County web site, https://jeffersoncountytx.gov/Purchasing/ , or by calling 409-835-8593.
Proposals are to be sealed and addressed to the Purchasing Agent with the proposal number and name marked on the outside of the envelope or box. Proposers shall forward an original and five (5) hard copies of their proposal to the address shown below. Late proposals will be rejected as non-responsive. Proposals will be publicly opened and only the firm name will be read aloud in the Jefferson County Engineering Conference Room (5th Floor, Historic Courthouse) 1149 Pearl Street, Beaumont, Texas 77701 at the time and date below. Proposals shall be opened in a manner that avoids disclosure of the contents to competing Proposers and maintains the confidentiality of the proposals during negotiations. Proposals will be open for public inspection after the award of the contract, except for trade secrets and confidential information. Proposers are invited to attend the sealed proposal opening.

Background
The Jefferson County Purchasing Department is issuing a Request for Proposals (RFP 25-008/CG) for FEMA Grant Management Services. This initiative is in accordance with Chapter 262 of the Texas Local Government Code, the County Purchasing Act, and federal regulations outlined in 2 CFR Sections 200.318-327.
The goal of this contract is to secure qualified firms to assist Jefferson County in managing FEMA grants effectively.
Work Details
The selected contractor will provide comprehensive FEMA grant management services, which may include but are not limited to: assisting with grant applications, managing grant funds, ensuring compliance with federal regulations, reporting on grant expenditures, and providing technical assistance to county staff regarding FEMA guidelines.
Proposers must demonstrate experience in similar projects and provide references from at least three entities for whom they have provided similar services.
Period of Performance
The contract will commence upon award and is expected to last for an initial term of one year, with options for renewal based on performance and funding availability.
Place of Performance
Services will be performed primarily at the Jefferson County offices located at 1149 Pearl Street, Beaumont, Texas 77701.
