Background
Workforce Solutions Borderplex (WSB) is a regional government entity and non-profit organization established to carry out governmental workforce development functions in Texas. WSB is certified by the Texas Workforce Commission as the local workforce development board for six counties in Far West Texas. Their mission includes overseeing integrated workforce training, education, and related services for job seekers and employers. WSB supports the Child Care Quality (CCQ) program to strengthen early childhood education and care throughout the Borderplex region. To ensure accountability and compliance, WSB seeks an external monitor to conduct an annual independent review of its Child Care Quality initiatives.
Work Details
The selected external monitor will conduct one annual review of the Child Care Quality program activities, expenditures, and documentation. The monitor will evaluate compliance with Texas Workforce Commission (TWC) requirements, WSB policies, and applicable federal regulations. Specific tasks include:
1) Evaluating fiscal and programmatic processes to ensure expenditures are properly documented and allowable under funding guidelines;
2) Providing a final monitoring report that includes findings, recommendations, and corrective actions if necessary;
3) Presenting results to WSB leadership and answering questions as requested.
Period of Performance
