A Note to Firms:The College now releases a new Master Plan solicitation and welcomes new ideas, but is generally supportive of an approach to validate and build upon the existing plan, particularly as it relates to site conditions and utilities. Not included in the 2010 plan were specifics regarding the logical division and cohesive co-development, which are hoped to be achieved through this process. In addition, as funding becomes available we hope that additional capital improvement structures will be forthcoming as a result of the new Master Plan effort. The College will consider the awarded firm, as a result of this solicitation, the lead firm to design any capital improvement project needed at the EWCHEC-Hutto campus, if both parties can mutually agree to enter into a contract to design the new structure(s).The chosen firm may be requested to complete additional Master Plan services for other future campuses within Temple College's servicing district through 2035 if both parties can mutually agree to enter into a contract to complete these services. The College will consider the awarded firm, the lead firm to design any capital improvement project needed at any future campus if both parties can mutually agree to enter into a contract to design the new structure(s).Since the funding sources are unknown at this time for possible capital improvement projects we also ask each firm to submit a response to complete the Contract Provisions for Federal Awards, 2 CFR Part 200, should the College receive funding from a Federal Government source.As new laws are signed and possible grant funds are received, the College may need to revisit these forms and conditions for funding to meet our obligations. As the changes are understood, the College may need to amend these forms to meet these new commitments. Background
In 1996, Dr. Marc A. Nigliazzo, president of Temple College, along with members of the Temple College Board of Trustees, met with the Taylor ISD Board to discuss the need to expand Temple College course offerings in the local area. The EWCHEC concept is an outgrowth of the community partnership to fund and establish Temple College at Taylor (TCAT) in 1997.
In 2007, during the 80th State Legislature, HB2074 legislation was passed creating the East Williamson County Higher Education Center (EWCHEC). EWCHEC-Hutto opened its first building in 2013 at the current 57-acre location off Toll 130 and Hwy 79 in Hutto.
