Background
Humble Independent School District (Humble ISD) is a Texas public school district serving approximately 48,000 students across 50 campuses from Kindergarten through 12th grade. The district is seeking proposals for RFP 2026-09 to provide E-Rate Category 1 services, specifically WAN Transport and Category One Network Equipment for the Mosaic location. Work Details

2. **Leased Dark Fiber (Including Maintenance)**: Provision of two or four strands of single-mode dark fiber between specified locations with maintenance included in MRCs and compliance with defined restoration requirements.
3. **Category One Network Equipment**: Equipment required to light leased dark fiber at 10 Gbps or 40 Gbps, provided on a purchase basis without managed services. Specific equipment includes various Aruba models and transceivers listed in detail.
Period of Performance
The contract term is set for sixty (60) months, with an option for five (5) additional twelve (12) month extensions, totaling a maximum of one hundred twenty (120) months.
Place of Performance
Services will be performed at multiple locations including the Mosaic Building at 18889 Timber Forest Dr., Humble, TX; Instructional Support Center at 4810 Magnolia Cove Drive, Kingwood, TX; and Atascocita High School at 13300 Will Clayton Parkway, Humble, TX.
Bidder Requirements
Vendors must be currently registered with the Schools and Libraries Division (SLD) and provide their Service Provider Identification Number (SPIN). Proposals must comply with E-Rate eligibility rules and include all applicable costs necessary to fulfill the proposal including taxes and surcharges. Vendors are also required to submit a Certificate of Insurance meeting specified minimum requirements.
