Background
The Purchasing Solutions Alliance (PSA) is a nationwide non-profit cooperative purchasing program operated by the Brazos Valley Council of Governments (BVCOG).
The mission of PSA is to provide procurement solutions to local governments, school districts, higher education institutions, and qualifying non-profit organizations.
This Request for Proposals (RFP) seeks experienced vendors to offer eProcurement and Contract Management Solutions that will enhance the purchasing capabilities of PSA members, allowing them to save time and money in their procurement processes.
Work Details
Vendors are invited to propose a wide range of eProcurement and Contract Management Solutions, which may include:
- Enterprise Sourcing Software: Features include supplier registration and management, electronic bidding, reverse auction capabilities, bid workflow management, and approved vendor lists.
- eProcurement Software: Services should cover the creation and management of Requests for Proposals (RFPs), public posting of RFPs, proposal reception, evaluation processes, and contract awarding.
- Contract Management Software: This includes functionalities for building contracts, public posting of contracts and amendments, managing contract compliance including insurance certification management, and providing renewal/expiration reminders.
The software can be offered as a product or service. Vendors may also suggest additional related services that could benefit PSA end users.
Period of Performance
The contract will be effective upon acceptance by the BVCOG Board of Directors and will remain in effect for three years.
It may be extended for two additional one-year terms based on mutual agreement between PSA and the vendor.
Place of Performance
The services will be provided nationwide to local government agencies, state agencies, school districts, higher education institutions, and non-profit organizations that are members of PSA.
Bidder Requirements
Vendors must demonstrate experience in servicing public sector entities.
They must provide a detailed cost proposal that includes all pricing structures such as traditional license fees, annual maintenance costs, training expenses, implementation fees, remote management costs, and any applicable renewal pricing options.
Additionally, vendors must submit required certifications including Offeror Acknowledgement & Certification forms and a Conflict of Interest Questionnaire.
