Background
The Southeast Texas Purchasing Cooperative (SETXPC) was established to procure goods and services on behalf of its members, which include over 100 Texas school districts, charter schools, and other public not-for-profit agencies.
This Request for Proposals (RFP) No. 20260304 seeks to establish contracts for Environmental Services (Excluding Engineering Services) for the contract term from June 1, 2026, to May 31, 2027.
Work Details
The scope of services includes but is not limited to:
- Detection and cleaning of mold, asbestos, and other environmental toxins;
- Demolition and debris removal;
- Repair;
- Biohazard cleanup;
- Cleaning services.
Vendors are expected to provide a comprehensive range of environmental services that meet the technical, environmental, and performance standards outlined in the RFP. The contract may involve indefinite delivery and quantity (IDIQ) purchases made by members on an as-needed basis.
Period of Performance
The initial term of the contract will be for 12 months starting from June 1, 2026, with a maximum duration of 12 months.
Place of Performance
Services will be performed at various locations as determined by the purchasing members of the Southeast Texas Purchasing Cooperative.
Bidder Requirements
Vendors must provide proof of insurance coverage including:
- Comprehensive general liability ($500,000 each person);
- Bodily injury liability ($1,000,000 each occurrence);
- Property damage liability ($100,000 each occurrence);
- Automobile liability insurance with similar limits.
Vendors must also comply with all applicable federal, state, and local laws and regulations. Additionally, vendors are required to submit a customer reference list upon request.
