Enterprise Resource Planning (ERP) Implementation Services

Background
Tarrant County College District (TCCD) is a public institution of higher education located in Fort Worth, Texas. The College aims to provide accessible, high-quality educational experiences and is committed to enhancing student success and community engagement. TCCD currently utilizes an on-prem version of Ellucian Colleague for managing its operations but seeks to transition to a modern ERP solution. After selecting Ellucian's Banner Software as a Service (SaaS) as the new ERP platform, TCCD is looking for an experienced implementation partner to assist in this transition. This partnership will ensure that the new system aligns with their strategic goals and enhances operational efficiency.

Work Details
The selected vendor will be responsible for the comprehensive implementation of Banner SaaS, which includes:
- Project Management: Establishing project schedules, coordinating with TCCD stakeholders, and delivering regular updates.
- Business Process Design: Mapping current processes, designing future-state solutions, and aligning these with best practices and Banner SaaS capabilities.
- Technical Implementation: Configuring and installing the software, migrating data, testing integrations with existing systems, and providing hands-on training for TCCD staff.
- Organizational Change Management: Developing a change management strategy that includes stakeholder engagement, communication plans, training programs for end users, and ongoing support post-implementation.

Period of Performance
The contract is expected to commence in early 2026 and will involve multi-year services focusing on the implementation of finance, HR, payroll functionalities before transitioning to student administration functionalities.

Place of Performance
The primary location for project activities will be at TCCD's Trinity River campus in downtown Fort Worth, Texas.

Bidder Requirements
Vendors must meet several qualifications including: being licensed to operate in Texas; having at least five years of experience as an ERP implementation partner; demonstrating expertise with Banner SaaS; providing evidence of successful past implementations; and adhering to Texas-specific regulations regarding data security and compliance.
