Background
The Department of Public Safety (DPS) of the State of Texas is seeking responses for an Enterprise Licensing Platform. This initiative aims to unify and manage all license and registration programs under a single system, enhancing operational efficiency and user experience for approximately 2 million licensees and 400 DPS users.
The goal is to streamline processes, reduce maintenance overhead from multiple systems, and improve information sharing across various licensing categories.

Work Details
The contractor will provide a comprehensive Enterprise Licensing System that includes:
1. A unified customer portal for constituents to manage their licensing needs.
2. Transitioning existing programs such as License to Carry (LTC), Capital Access Pass (CAP), Private Security (PS), Vehicle Inspection (VI), Ignition Interlock Device (IID), Compassionate Use Program (CUP), Texas On-Road Vehicle Emissions Testing (TORVET), and Precursor Chemical and Laboratory Apparatus (PCLA) into the new system.
3. Functional requirements including eligibility checks, compliance monitoring, workflow management, reporting capabilities, data migration, user management, and administration tools.
4. The ability to automate manual processes, generate user-specific dashboards, schedule training sessions, and build interfaces with other systems for data sharing.
5. Compliance with various regulatory requirements including criminal history checks and insurance mandates.

Period of Performance
The contract term commences on the effective date stated in the signing document or purchase order and expires five years from that effective date.
DPS reserves the right to extend the contract for up to six months if necessary.

Place of Performance
The services will be performed primarily in Texas as required by the Department of Public Safety.
