Energy Audit and Utility Allowance Study

Background
Opportunity Home San Antonio, a public housing agency established in 1938, is seeking proposals from qualified energy audit firms to conduct an energy audit and utility allowance study for selected properties. The agency manages over 6,300 public housing units and administers rental assistance for nearly 12,000 privately owned rental units. It focuses on providing safe and affordable housing to low-income families, the elderly, and the disabled. This contract aims to enhance the efficiency of their housing programs through comprehensive energy assessments.

Work Details
The selected firm will perform an Energy Audit and Utility Allowance Study that includes:

1. Conducting a detailed energy audit of specified properties to identify energy consumption patterns and potential savings.
2. Performing a utility allowance study to determine appropriate utility allowances for residents.
3. Providing annual updates to the data for up to four subsequent years.
4. Ensuring compliance with all relevant federal, state, and local regulations throughout the process.

Period of Performance
The contract will commence upon award in December 2025 and will include one year of services with options to extend for up to four additional one-year periods at the discretion of Opportunity Home.

Place of Performance
The services will be performed at various properties managed by Opportunity Home San Antonio located in San Antonio, Texas.

Bidder Requirements
Respondents must demonstrate:

1. A minimum of five consecutive years of experience in conducting energy audits and utility allowance studies.
2. Appropriate education and qualifications of staff capable of executing the project requirements.
3. Compliance with Section 3 requirements by employing low-income individuals where feasible.
4. Submission of a Small/Minority/Disadvantaged/Veteran Business Enterprise Utilization Plan detailing good faith efforts to subcontract with S/W/MBE companies.
