Energy As A Service

Background
The 791 Purchasing Cooperative is a government cooperative purchasing program authorized by the Central Texas Council of Governments. It aims to provide procurement solutions for government and other entities across all fifty states. The goal of this contract, RFP #791202510002, is to secure Energy As A Service solutions that meet the needs of participating entities.

Work Details
The awarded vendor will provide comprehensive Energy As A Service solutions, which may include energy management services, energy efficiency upgrades, renewable energy options, and related consulting services. The vendor must ensure compliance with all applicable local, state, and federal laws governing these services. The contract will govern all aspects of sales for products and/or services between the vendor and 791 Purchasing Cooperative participants. The vendor is responsible for invoicing and collecting funds directly from participants. Additionally, the vendor must report sales monthly to the cooperative.

Period of Performance
The initial term of the agreement is five years with three optional one-year extensions available upon mutual agreement in writing.

Place of Performance
Services will be performed at various locations as determined by the participating entities within Texas.

Bidder Requirements
Vendors must maintain all necessary federal, state, and local licenses required for their operations. They are also required to provide a valid Certificate of Liability Insurance showing CTCOG and 791 Purchasing Cooperative as certificate holders. Vendors must comply with insurance requirements including Commercial General Liability Insurance with limits of $1 million, Workers' Compensation coverage as per Texas law, and an Umbrella Liability Insurance policy with a limit of $1 million per occurrence.
