Description

The awarded Consultant will provide Central Health with expert level employee benefit
solution consulting services to provide our workforce with competitive and comprehensive
employee benefits that support the well-being of our staff and help us attract and retain top
talent in a competitive market.
The Consultant will be required to perform the services listed below.
a. Audit and analyze employee benefits data.
b. Provide employee benefits related strategy planning.
c. Perform expert level predictive modeling, forecasting and market research.
d. Analyze monthly claims reports.
e. Participate in annual employee open enrollment.
f. Create strategic plans to increase employee satisfaction survey results.
g. Streamline benefit administration processes and procedures.
h. Provide benefits-related employee trainings.
i. Assist with future benefit related solicitations.
j. Monitor legislative updates.
k. Create and provide customized interactive reporting tools.
l. Assist Central Health with the management of contracted benefit providers.
m. Provide other expert-level employee benefit solution consulting services, as required.

Background
The Travis County Healthcare District, known as Central Health, is a hospital district established under Texas law to provide medical care to low-income residents of Travis County. Central Health's mission is to enhance community health by serving those in need, particularly the uninsured and underinsured. The organization aims to improve healthcare through direct medical practice, partnerships, and facility development.

Their Healthcare Equity Plan guides significant investments aimed at closing gaps in the safety-net healthcare system. Central Health also operates Sendero Health Plans, a nonprofit insurer covering members through the Affordable Care Act Marketplace.

Work Details
The awarded Consultant will deliver expert-level employee benefit solution consulting services to ensure competitive and comprehensive employee benefits that support staff well-being and aid in attracting top talent. Services include:
- Auditing and analyzing employee benefits data
- Providing strategy planning for employee benefits
- Performing predictive modeling, forecasting, and market research
- Analyzing monthly claims reports
- Participating in annual open enrollment
- Creating strategic plans to enhance employee satisfaction survey results
- Streamlining benefit administration processes
- Providing training related to benefits
- Assisting with future benefit-related solicitations

- Offering other expert-level consulting services as required.

Period of Performance
The initial contract duration is one year with an option for four one-year renewal periods. The contract is expected to commence on January 1, 2026.

Place of Performance
The services will be performed at Central Health's facilities located at 1111 E. Cesar Chavez St., Austin, TX 78702.

Bidder Requirements
Proposers must provide proof of an active Texas general lines - life, accident, health and health maintenance organization license. They should have experience working with public entities and providing benefit plan consulting services for self-funded health plans. Proposers must ensure that all data related to Central Health is stored within the United States.
