Employee Assistance Program Services

Background
The Texas Commission on Environmental Quality (TCEQ) is seeking a contractor to provide counseling, assessment, and referral services for a state-wide Employee Assistance Program (EAP) aimed at supporting up to 3200 employees. The goal of this contract is to enhance employee well-being and job performance by addressing various personal and professional challenges through comprehensive support services.

Work Details
The contractor will provide a range of services under the EAP, including but not limited to:
- Counseling for substance abuse
- Legal issues
- Marital/family problems
- Financial difficulties
- Psychological/emotional challenges
- Health-related concerns
- Job performance issues
- Grief or trauma counseling
- Weight management
- Smoking cessation
- Stress management.

Services will be available in-person, telephonically, or virtually. The contractor must ensure confidentiality and privacy for all participants. Each participant is entitled to six face-to-face or virtual counseling sessions per issue per contract year. Additionally, the contractor will provide educational resources to promote workforce wellness through trainings and informational materials. A 24-hour toll-free help line staffed with trained counselors must also be maintained.

Period of Performance
The contract will commence on September 1, 2025, and will expire on August 31, 2030.

Place of Performance
Services will be provided statewide across Texas for TCEQ employees and their eligible family members.

Bidder Requirements
The contractor must have a minimum of four years of experience in providing Employee Assistance Programs to organizations with at least 3,000 employees. They must also comply with the Historically Underutilized Business (HUB) Subcontracting Plan requirements.
