Description

The City of Waco has issued this solicitation for the Emergency (Water and Wastewater) Standby Generator Installation Project. The project generally consists of but is not limited to all labor, materials, equipment, appurtenances and incidentals as required to properly install, complete and be accepted in place generator installations at the Riverside Water Treatment Plant High Service Pump station, Riverside Administration Building, Riverside Operations Building, and the WMARSS Wastewater Treatment Plant-South Plant Location. Installations include all necessary electrical and civil site improvements and components as shown on the project drawings and as specified herein.

Background
The City of Waco has issued this solicitation for the Emergency Standby (Water and Wastewater) Generator Installation Project. The project aims to install generators at various facilities including the Riverside Water Treatment Plant High Service Pump station, Riverside Administration Building, Riverside Operations Building, and the WMARSS Wastewater Treatment Plant-South Plant Location. The goal is to ensure reliable power supply for water and wastewater services during emergencies.

Work Details
The project includes all labor, materials, equipment, appurtenances, and incidentals necessary for the installation of generators. Specific tasks include:
- Demolition and abandonment of existing components at project sites.
- Construction of civil site work such as grading, subgrade preparation, paving, concrete curbs, sidewalks, handrails, erosion control, and storm drain installation.
- Installation of electrical components including 5 kV and 600 volt cables, fused switches, generator switchgear, and SCADA PLC hardware modifications.
- Concrete foundation work for generator pads and switchgear buildings.
- Temporary power solutions during service changes.
- Compliance with safety plans including trench safety and stormwater pollution prevention.

Period of Performance
The contract will be performed from May 14, 2025 (issue date) until completion of the project with a bid closing date on June 26, 2025.

Place of Performance
The installations will take place at the Riverside Water Treatment Plant located at 200 Colcord Ave., Waco TX 76707; Riverside Administration Building; Riverside Operations Building; and WMARSS Wastewater Treatment Plant located at 1147 Treatment Plant Rd., Waco TX 76706.

Bidder Requirements
Bidders must register with Bonfire for electronic bidding submissions. The City encourages participation from Minority and Women-Owned Business Enterprises (MWBE) but does not guarantee contract awards based on MWBE status.
