Background
The City of Missouri City, Texas is seeking proposals for Emergency Management Consulting Services through RFP 26-051. The goal of this contract is to facilitate and expedite the distribution of disaster recovery reimbursements incurred by the City in response to federally declared disasters. The selected consulting firm must have substantial experience working with the State of Texas Division of Emergency Management and FEMA.
Work Details
The consultant will provide services including:
1. Assisting the City in applications for reimbursement from State and Federal agencies, including FEMA, for losses incurred after natural disasters.
2. Expertise in obtaining higher reimbursement rates, particularly in debris removal programs.
3. Technical support in demolition, construction costs, repair costs, structural issues, architectural, engineering, and cost estimating services.
4. Organizing and managing the FEMA Reimbursement Process under the Public Assistance Program, which includes:
- Identification of eligible emergency and permanent work.
- Assistance in attaining immediate needs funding.
- Prioritization of recovery workload.
- Loss measurement and categorization, insurance evaluation, documentation adjusting and settlement services.
- Project Worksheet generation and review.
- Staff augmentation with experienced Public Assistance Coordinators and Project Officers.
- Interim inspections, final inspections, supplemental Project Worksheet generation and final review.
- Appeal services and negotiations.
5. Mobilization within 24 hours or an agreed time frame after a disaster event.
6. Providing grant management advice to maximize reimbursements of disaster recovery expenses.
7. Preparing for the close-out process to ensure maximum recovery and retention of all eligible funding.
Period of Performance
The contract will be performed over a multi-year agreement with one firm starting from the date of execution until terminated by either party with a 30-day written notice.
