Description

Introduction

The Health and Human Services Commission ( Owner ), for and on behalf of its Health and Specialty Care System Division ( HSCS ), is soliciting Competitive Sealed Proposals ( Proposals ) for selection of a General Contractor ( Contractor ) to provide general construction and construction administration services to the Owner for Project No. 24-120-AUL, Emergency Generator Replacement (the Project ), in accordance with the terms, conditions, and requirements set forth in this Solicitation.

This Solicitation is being issued to select a Contractor for the Project under authority of Texas Government Code, Section 2155.144(b-2) and Chapter 2269, Subchapter D.

Project Summary: The Scope of Work includes, but is not limited to, the following:

Provide all material, labor, and equipment to remove existing generators and equipment where indicated; and furnish and install the emergency generators and associated ATS, concrete foundations, fence enclosures, etc., on Buildings 519, 727, 781, 782, 783, 784 and 785 as indicated in the plans and specifications for a complete and operational system(s) meeting all applicable codes.

For complete Project information, refer to Attachments H-1, Project Drawings, and H-2, Project Manual, to Exhibit C.

Project Estimate: The approximate cost for construction of the Project is $1,900,000.00.

All Respondents are required to attend one Facility Site Visit as specified in Section 2.2 (Schedule of Events) . Potential Respondents should be prepared to complete one of the scheduled tours; additional tours will not be offered.

Background
The Health and Human Services Commission (Owner), on behalf of its Health and Specialty Care System Division (HSCS), is seeking Competitive Sealed Proposals for the selection of a General Contractor to provide general construction and construction administration services for Project No. 24-120-AUL, Emergency Generator Replacement.

This project aims to enhance the operational capacity of the Austin State Supported Living Center by replacing outdated emergency generators, ensuring compliance with applicable codes and standards.

Work Details
The scope of work includes:
1) Removal of existing generators and equipment as indicated;
2) Furnishing and installation of new emergency generators and associated Automatic Transfer Switches (ATS);
3) Construction of concrete foundations;
4) Installation of fence enclosures;
5) Work to be performed on Buildings 519, 727, 781, 782, 783, 784, and 785 as specified in the project plans and specifications.

Respondents must submit a HUB Subcontracting Plan (HSP) if the contract value is expected to exceed $100,000.

Additionally, proposals should comply with Texas Government Code requirements regarding Historically Underutilized Businesses (HUBs).
