The University of Houston-Clear Lake (UHCL) is a prominent institution located on a 524-acre wildlife and nature preserve, serving a diverse student population. The university aims to provide maintenance and service for its emergency generator systems to ensure operational reliability. This Request for Proposal (RFP) invites contractors to submit proposals for comprehensive maintenance services for these systems at both the main campus and the Pearland campus.
Work Details
The contractor will be responsible for providing all supervision, technicians, materials, supplies, equipment, tools, and insurance necessary for comprehensive preventative maintenance and service of the emergency generator systems. This includes quarterly inspections, preventative maintenance, and annual load bank testing. The specific generator systems include:
- Arbor Building Onan 35KW
- Bayou Building Cummins 800KW
- Central Services Kohler 100KW
- Katolight 130KW
- Student Service Building Cummins 500KW
- STEM Building Cummins 500KW
- REC/Wellness Building Cummins 250KW
- Hunter Hall Building Cummins 550KW
- Pearland Campus Olympian 80KW
- Caterpillar 150KW.
The work must be performed in accordance with the latest manufacturer's requirements. The contractor will also need to protect adjacent work areas and clean up debris resulting from operations. Payment will be made quarterly based on submitted invoices.
Period of Performance
The contract period is from April 1, 2026, to March 30, 2029, with an option to renew for two additional one-year terms.
Place of Performance
The services will be performed at the University of Houston-Clear Lake located at 2700 Bay Area Blvd., Houston TX and at the Pearland Campus located at 1200 Pearland Parkway, Pearland TX.
Bidder Requirements
The contractor must have a minimum of five years' experience in power production equipment maintenance and maintain a competent staff of qualified personnel throughout the contract term. A HUB Subcontracting Plan (HSP) must be submitted if the proposal exceeds $100,000. The HUB subcontracting goal for this project is set at 26%. Additionally, contractors are required to certify compliance with various state laws including anti-trust laws and franchise tax status.
