Emergency Food and Lodging

Background
The City of Galveston, Texas, is soliciting proposals for a contract titled Emergency Food and Lodging (RFP #26-15). The City aims to provide essential services to its residents during emergency situations such as hurricanes and severe weather events. The goal of this contract is to establish an Emergency Shelter that can accommodate municipal employees and equipment during emergencies.

Work Details
The contractor will provide an Emergency Shelter located within the city limits of Galveston. The shelter must include:

1. Lodging: Up to 350 sleeping rooms at the prevailing federal per diem rate, accommodating one to two people per room.

2. Meeting Space:
- One backup emergency operation center for 10 people with phones and internet access.
- Two meeting rooms for 100 people each.
- One meeting room for 20 people with tables and internet access.
- Two six-person meeting rooms with phones and internet access.

3. Meals: Preparation and storage for meals for up to 400 people, including breakfast, lunch, dinner, and midnight meals, charged per person at the prevailing federal per diem rate.

4. Vehicle Storage: Indoor parking for 75 vehicles with a minimum height clearance of 14 feet.

5. Emergency Power: The facility must have generator capabilities to maintain power during outages.

Period of Performance
The contract will be effective for three years upon execution by the City of Galveston, with an option to renew for two additional one-year periods.

Place of Performance
The services will be performed within the city limits of Galveston, Texas.

Bidder Requirements
Bidders must comply with various requirements including:
- Registration with SAM.gov if applicable.
- Insurance requirements including Workers' Compensation, General Liability, Automobile Liability, and Professional Liability insurance.
- Compliance with House Bills 13, 19, and 89 regarding discrimination policies.
- Submission of a Conflict of Interest Questionnaire (Form CIQ) if applicable.
