Email Security and Filtering Solution

Background
The Harlandale Independent School District (the District) seeks a comprehensive, advanced Email Security and Filtering Solution to protect its digital communications from advanced persistent threats, phishing, malware, spam, and data leakage.

The District is a medium-sized, disadvantaged PreK-12 Texas Public School District located in San Antonio, TX, serving approximately 11,500 students with around 1,900 staff members. The goal of this contract is to ensure FERPA compliance while providing real-time defense and analytics through a cloud-based system that requires minimal management.

Work Details
The vendor must provide a fully managed system that includes:

1. Discovery and Visibility:
- Complete discovery and mapping of all applications, files, and users within Google Workspace for Education and Microsoft 365 environments.
- Real-time visibility into user activity, file sharing, and application usage.
- Detailed audit logs and reporting capabilities for compliance and incident response.
- Ability to identify and track third-party applications connected to the environments.

2. Threat Detection and Prevention:
- Advanced threat detection capabilities to identify and prevent phishing attacks, malware/ransomware, data loss/exfiltration, account takeovers/unauthorized access, insider threats, malicious file sharing.
- Behavioral analytics to detect anomalous user activity.
- Automated threat response and remediation with proactive security alerts.

3. Data Loss Prevention (DLP):
- Granular control over sensitive data including student records.
- Policy-based DLP rules to prevent unauthorized sharing.

4. Compliance and Reporting:
- Compliance reporting for regulatory requirements (e.g., FERPA).

5. Integration and Deployment:
- Seamless integration with existing systems with minimal disruption during deployment.

6. API Access and Automation:
- Robust API access for integration with existing security tools.

Period of Performance
The contract term is thirty-six (36) months from the Board Award Date.

Place of Performance
Services will be performed at various locations within the Harlandale Independent School District in San Antonio, TX.

Bidder Requirements
Vendors must demonstrate experience in providing cloud application monitoring services for educational institutions. They should have a proven track record of successful deployments for Google Workspace for Education and Microsoft 365. Vendors must also provide comprehensive training and support.
