Background
Katy Independent School District (Katy ISD) is issuing this Request for Proposals (RFP) for the procurement of an Electronic Payment System. The goal of this contract is to establish a solution for online and in-person receipt of various payments made to the district, excluding property tax payments. This includes activity funds, course fees, tuition payments, daycare fees, field trips, camps, fundraisers, donations, ticket sales, and campus merchandise. The district aims to reduce cash and check transactions while providing multiple payment options and enhancing internal controls.
Work Details
The selected vendor will provide an Electronic Payment System that meets the following specifications:
1. Must allow online and in-person payment processing for various services.
2. Should support debit cards, credit cards, gift cards, and NFC/contactless payments.
3. Must be accessible via mobile devices and desktop computers.
4. Should offer guest checkout options.
5. Must include a proof-of-concept (POC) as part of the evaluation process.
6. Implementation plan must detail responsibilities for both the vendor and Katy ISD.
7. Training must be provided post-implementation for both campus/department staff and district staff responsible for maintenance.
8. The system should allow for real-time payment notifications and provide a dashboard for sponsors to access reports specific to their approved items.
Period of Performance
The initial term of the contract will be one year from August 1, 2026 through July 31, 2027, with options to renew annually for up to four additional years.
Place of Performance
The services will be performed at various campuses and departments within Katy ISD located in Katy, Texas.
Bidder Requirements
Vendors must comply with all terms outlined in the RFP and submit required documentation including IRS Form W-9 and Certificate of Interested Parties - FORM 1295 if applicable. Vendors are also required to maintain liability insurance as specified by Katy ISD.
